1、 前言
『新竹市鐵道藝術村』係由臺鐵新竹站3-5號貨運倉庫改建而成之藝文展演空間，為使鐵道藝術村成為藝術家創作場域，計畫開放供各類藝術型態與創作之個人或團隊申請進駐。2020年起，開放長短期駐村藝術家申請，長期為一年的駐村時間，短期則是六個月為一季。

2、 申請資格
凡從事工藝創作、視覺藝術創作、表演藝術創作、生活美學創作或藝術、文化相關領域創作之個人或團體，不限國籍，皆可提案申請。
(1) 個人：須年滿20歲以上。
(2) 團體：2人以上或登記立案之法人/社團。

3、 藝術家進駐時間、地點

• 進駐時間：
• 長期：自民國109年1月1日至109年12月31日止。
• 短期：民國109年1月1日 至109年6月30日 / 民國109年7月6日 至109年12月31日, 共二季，請於報名時勾選申請時間。
• 地點：新竹市鐵道藝術村（新竹市東區花園街64號）。
• 創作支援：每位進駐之藝術創作者，於駐村期間提供創作材料費，每月新台幣5,000元。支付方式由營運單位於前個月底每月撥款，駐村者須簽收收入證明，相關規定將由營運單位另以書面說明。創作期間完成藝術作品之所有權歸創作者所有，須配合新竹市鐵道藝術村營運單位規劃之『藝事節』相關事宜，並於活動期間以展覽、活動、課程…等形式呈現駐村創作成果。

4、 錄取名額
長期：遴選3名（組），另備取1名（組）
短期：每季遴選1名（組），另備取1名（組）

承辦單位得視實際情況，保有錄取組數調整之權利。

5、 駐村工作室簡介

• 個別工作室共4間，每間各約9.5坪。
• 駐村工作者每月需繳交月管理費新台幣600元整。
• 駐村工作室設置獨立電表，每季依據電表紀錄由各工作室進駐者負擔電費。(3.5元/度)
• 駐村工作室內未設置專線電話、有線網路等設備，如需裝設，由各進駐者自行申請並全額負擔相關費用。
• 藝術村緊鄰臺鐵新竹火車站，火車行經會產生震動及噪音，各工作室無隔音設備，請申請者審慎評估後再行申請。

7、評選方式
(1)初審：

108年11月4日（星期一）由承辦單位、營運單位及專家學者組成5~7人評審團，於新竹市鐵道藝術村舉辦書面初選會議。並於108年11月5日（星期二）下午4點前，公告決審名單公告於網址：www.arttime.com.tw Arttime藝術網首頁，並於108年11月6日(星期三)下午6點前以e-mail或電話通知決選注意事項。

(2)決審：

• 108年11月11日 (星期一) 10:00 ~ 18:00由承辦單位、營運單位及專家學者組成5~7人評審團，於新竹市鐵道藝術村舉辦決選會議。
• 進入決審之申請者依據入選通知進行簡報說明，每人（團隊）以10分鐘為限，答詢委員提問5分鐘。
• 進入決選之申請者，需於決選會議簡報時間前60分鐘完成報到手續，並繳交簡報電子檔案。

Ⅰ Introduction

For bringing new point of view about art to citizens and tourists in Hsinchu city, ｢Art Site of Railway Warehouse of Hsinchu city｣ provides studios for artist, who pursue and create various arts. Artists in all fields are welcome to apply for the six month or one year program which allows them to use the studio in Art Site of Railway Warehouse in Hsinchu for creating and displaying their artworks, and for other related activities.

• Period：

     (1) Long Term   2020/01/01 - 2020/12/31 

     (2) Short Term  Period 1: 2020/1/1-2020/6/30  ; Period 2: 2020/7/6-2020/12/31

• Location：No.64, Hua yuan street, HsinChu city, Taiwan 「Art Site of Railway Warehouse of HsinChu city」
• Working Space：4 studios with 30 m² each.
• Support Grant ： Each selected artist will receive a basic support grant of NTD 5,000 per month. The support grant will be transferred to the bank account of each artist by the end of each month, to which each artist is to provide a signature in accordance.

Ⅱ Qualification

Individuals or groups in all countries, who is engaged in art-related work, cultural and creative industries, are capable to apply this program, and the age of individual and group members should be above 20 years old.

Ⅲ Application

The filled forms should be sent by registered letter or deliver in person to ｢Art Site of Railway Warehouse of Hsinchu city｣ No.64 Hua yuan street Hsinchu city, Taiwan from 10:00am pm 2019/10/7(Monday) to 16:00 pm on 2019/10/31 (Thursday)

Ⅳ Documentation

Applicants should provide

5 hard-copies of the application documents including

-Artist’s Bio and C.V.

-Project plan of the studio 

-Feedback plan

And e-Mail the files of application documents and slides, videos or pictures of artworks to [email protected] .

V. Primary documentation review and final

   1. Primary documentation review On 2019/11/4 (Monday)

The review committee is made up of 5~7 experts invited by Bureau of Cultural Affairs of Hsinchu City, The finalists will be informed to participate in the final interview with email or phone call before 18:00 pm, 2019/11/5 (Tuesday).

  2. Final On 2019/11/11 (Monday) 10:00 -18:00

The review committee is made up of 5~7 experts invited by Bureau of Cultural Affairs of Hsinchu City.

(a) Finalists have to do 10 minutes briefing and Q&A for 10 minutes in the interview meeting.

(b) 5 Individuals or groups will be selected and 2 backups.

VI. Selection result

1. Artists or Group will be noticed by email from Cultural Affairs of Hsinchu city and the list will be also release on the website of the Bureau of Cultural Affairs of Hsinchu city on 2019/11/15 (Friday) at 16:00 pm.

2. Selected artists and groups have to sign a contract with the Cultural Affairs Bureau, Hsinchu City once the result is released. Otherwise, the residency participation will
be canceled.
